'According to an internal European Commission document seen by the Financial Times, the EU is concerned that the national collecting societies,  which manage the levy, have extended it too far, applying it to devices such as portable music and DVD players. As a result, the amount of copyright levies raised in the EU has risen from €500mn in 2001 to €1.2bn last year.

Under the Commission proposal, the levy would be removed from devices that employ copy protection (DRM) technology and those, like mobile phones, which do not contribute to pervasive copying.'
