We desperately need better recognition of IPRs and an improved enforcement of IPR protection both multilaterally and bilaterally.  This is of outmost importance for promoting innovation in our industries and to sustaining our position as a top of the range producer. I want to avoid issuing threats to developing countries: our stress in on technical cooperation and assistance to help third countries fight counterfeiting and piracy.

We are not singling out any one country, but we will not hesitate to trigger bilateral and multilateral sanctions against any country involved in systematic IPR violations."
